Veterans Student Addendum

Paul Mitchell The School Costa Mesa (PMTS CM) will permit any covered individuals to attend or participate in the course of education during the period beginning on the date(s) on which the individual provides to the educational institution a:

• Certificate of Eligibility (COE) and/or Statement of Benefits
• VR67 (if applicable)
• DD-214 discharge certificate (if applicable)
• Notice of Basic Eligibility (NOBE)

For entitlement to educational assistance under the approved Chapters authorized by the California State Approving Agency for Veterans Education (CSAAVE) & U.S. Department of Veterans Affairs (VA).

In accordance with Title 38 U.S. Code § 3679(e), Paul Mitchell The School Costa Mesa adopts the following additional provisions for any students using U.S. Department of Veterans Affairs (VA) assistance, to include, Post-9/11 GI Bill® (Chapter 33), Veteran Readiness & Employment (Chapter 31), Survivors’ and Dependents’ Educational Assistance (DEA - Chapter 35), or Montgomery GI Bill® Selected Reserve (MGIB-SR - CH 1606), of Title 10, while payment to the institution is pending from VA.  As such, following certification of veteran beneficiary enrollment to VA, and for up to 90 days, this school will NOT:

• Prevent the student's enrollment;
• Assess a late penalty fee to the student;
• Require the student to secure alternative or additional funding;
• Deny the student access to any resources (access to classes, library, or other institutional facilities) available to other students who have satisfied their tuition and fee bills to the institution. 

A zero-interest, no-fee tuition installment plan is available for VA-Future Professionals. 

Attendance is charted daily and evaluated monthly. If a student receives five (5) coaching sessions, they may receive a suspension of five (5) scheduled school days. On the student’s fifth coaching session, the Future Professional Advisor & School Certifying Official will create a plan of action to be followed. After a student has received a five-school-day suspension, the student may only receive two (2) more coaching sessions. On the seventh (7) coaching session, the student will be terminated from the program, and their VA benefits will be terminated.

If a VA Future Professional is eligible for a Monthly Housing Allowance (MHA) under the Post-9/11 GI Bill (Chapter 33) or a Monthly Subsistence Allowance under Veteran Readiness and Employment (VR&E, Chapter 31), the benefit is paid based on the number of training hours certified by the School Certifying Official (SCO) (See the VA Contract Addendum for approved dates). 

Dependents’ Educational Assistance (DEA), Chapter 35, does not pay tuition directly to Paul Mitchell The School Costa Mesa and does not provide a separate or variable Monthly Housing Allowance (MHA/BAH). Future Professionals enrolled under Chapter 35 are offered a zero-interest, no-fee tuition installment plan.

Attendance & Academic Progress Policy:

VA students must attend school according to the schedule in the Future Professional’s enrollment agreement. If circumstances prevent attendance, prior notification is expected. The school does not excuse absences. If a student misses school, it is considered absent hours and can affect the student's overall attendance. 

Attendance must not fall below 80% of scheduled class and clinic floor time, and maintain an 80% GPA to maintain Satisfactory Academic Progress. If a VA student fails to meet the minimum requirements of the school's Satisfactory Academic Progress (SAP) Policy at the end of any evaluation period, the student will be placed on SAP Warning. If the student fails to meet the minimum SAP requirements at the end of the subsequent evaluation period while on warning, VA educational benefits will be terminated. Paul Mitchell The School Costa Mesa evaluates the Satisfactory Academic Progress of VA Future Professionals as follows:

• Esthetics VA Future Professionals who receive a SAP Warning at the first evaluation period will be placed on a 30-day probation and counseled. If satisfactory attendance is not regained by the end of the probationary period, VA education benefits will be terminated, and the Future Professional may face dismissal.

With the approval from the Director and School Certifying Official (SCO), the student may be permitted to continue attending as a cash-paying student. If the VA student is denied, the student will be terminated from the program, and the VA will be notified. For reentry, please see the School Catalog. 

Additionally, for VA students, if the student is absent for 14 consecutive days, the student is recommended to read the Leave of Absence (LOA) Policy. Otherwise, the student will be terminated from the program on the 15th day. 

• Vacation periods may only be reported if they are 7 or more consecutive calendar days and are identified as holiday periods in the school's catalog. Please note that intervals or breaks during the enrollment period that do not meet this requirement are not considered vacation periods and will not be reported. 
• For Future Professionals on an approved Leave of Absence (LOA) of 30 calendar days or less, Paul Mitchell The School Costa Mesa will not report the LOA to the VA. Instead, the School Certifying Official (SCO) is required to communicate the LOA to the VA, including the Future Professional's last date of attendance, expected return date, and confirmation that there are no changes to tuition and fees.
• For Future Professionals on an approved Leave of Absence (LOA) exceeding 30 calendar days, Paul Mitchell The School Costa Mesa will report the LOA to the VA. This may result in an interruption or adjustment/termination of VA training benefits during the approved LOA period. The school’s SCO will re-certify the student's enrollment upon their return to school.

Veteran’s Credit for Previous Education or Training

The student must report all education and training. The school must evaluate and grant credit in accordance with the California Board of Barbering and Cosmetology Policies, and, if appropriate, with the training time shortened, the tuition reduced proportionally, and the VA and student notified. All VA students must provide Paul Mitchell The School Costa Mesa a copy of all previous school transcripts. 

Veterans Graduation Requirement in Courses

1. Complete the required number of program clock hours.
2. Complete and submit all assigned skill practical assessments through MyPortico app, to demonstrate completion
3. of State requirements.
4. Pass the school’s final written and practical exams.
5. Complete the required theory hours and pass all written theory exams.

Upon meeting all requirements listed above for graduation, the student will receive a graduation certificate. Students may also request an official current transcript from the school, at any time during or after graduation.

Paul Mitchell The School Costa Mesa reserves the right to hold on graduating a student if the student fails to complete all listed requirements, or fails to pass the written and practical exams, as determined by the school.

Veterans Benefits Approved Statement

The programs at Paul Mitchell The School Costa Mesa are approved by the California State Approving Agency for Veterans Education (CSAAVE) for eligible students to receive veterans’ education benefits. Students who enroll to receive these benefits are not only required to abide by the policies and rules of this school, but also by the rules and regulations of the Department of Veterans Affairs and the SAA.

Students are also required to maintain all standards of conduct and satisfactory progress as stated in the official school listing.

Paul Mitchell The School Costa Mesa does not and will not provide any commission, bonus, or other incentive payment based directly or indirectly on success in securing enrollment or financial aid to any persons or entities engaged in any student recruiting or admissions activities or in making decisions regarding the award of student financial aid.

Compliance with VA’s 85/15 Rule

Schools should limit student enrollment to 85% veteran enrollment per cohort. In the event that a veteran wishes to enroll in a program that has already reached the 85% cap, he or she may do that but will not be eligible for VA funding.

Chapter 35 and 31 students may still enroll even if the 85% has been realized.
